STAGES IN THE PREPARATION OF A TRUNK ROAD SCHEME
Scheme Identification
Identification of a possible trunk road solution as a result of strategic transportation studies, land use planning changes, historic deficiencies, road safety problems, public representation, current or emerging factors relating to future transport capabilities etc.
Stage 1 Assessment:
Studies to collect and analyse broad environmental and other background data, to investigate practicable traffic solutions and to identify a feasible and appropriate corridor for the new road.
Stage 2 Assessment:
Studies to examine detailed social and environmental factors within the corridor and to select the preferred route for the new road.
Stage 3 Assessment:
Studies to refine the engineering and environmental design of a new road on the preferred route.
Publication of Draft Trunk Road Orders or Motorway Schemes
To explain proposals and invite public comment or objections. An Environmental Statement can also be published with the Draft Orders where required by legislation or because of particular environmental factors.
Public Local Inquiry
Held in order to take evidence and to consider objections and amendments to the proposed scheme following the publication of Draft Orders. After the Inquiry Reporter delivers his findings and recommendations, Scottish Ministers issue the Decision Letter.
Orders and Schemes
As and when these are made Final the Orders and Schemes provide the statutory authority to proceed with construction of the new road or motorway.
