April 1991 it is 17.5%.

over the two year period to minimise sampling errors which would be present
if individual years were shown.

5. The figures in this column refer to the average expenditure over the three
year period to reduce the effect of the sampling errors which affect individual
years' results - eg. "1995/98" is the average of 1995/6, 1996/97 and 1997/98.
6. Based on weighted data and including children's expenditure.
