1. For years up to 1992 estimates are taken from the DVLA annual vehicle census; from 1993 onwards estimates are taken from the Department for Transport, Local Government and the Regions' Vehicle Information Database and are not consistent with previous years: see "Sources".
2. A change in the level of vehicle excise duty for taxis and hire cars in the 1989 budget led to a fall in the number licensed as public transport vehicles. For years up to 1994 estimates of public transport vehicles include some with 8 or fewer seats. From 1995 onwards estimates include only those vehicles with more than 8 seats.
3. From 1 October 1990, goods vehicles up to 3,500 kg gross vehicle weight were transferred from the "Goods" taxation group to the Private and Light Goods group.
