8. Probation Orders (table 19 to table 26)

8.1 This section provides information on Probation Orders (including Probation Orders with a Requirement of Unpaid Work) given between 1 April 2002 and 31 March 2003 (and earlier years). See paragraph 17.7 of the Annex for further background on Probation.

8.2 A total of 7,417 Probation Orders (including Probation Orders with a Requirement of Unpaid Work) were made in 2002-03. This represents an increase of 5% from the 2001-02 total of 7,071 Orders.

8.3 The incidence of Probation Orders was 20.5 per 10,000 population in 2002-03. This rate was highest in Dundee City (36.6), Clackmannanshire (32.5) and Glasgow City (31.4), and lowest in Moray (5.6), East Renfrewshire (6.3) and Eilean Siar (8.1).

(2) Orders per 10,000 population are based on GROS mid-year population estimates for 16 to 70 year olds.
(3) As a result of changes in methodology, figures from 2000-01 for Glasgow City Council are not directly comparable with previous years.

8.4 Male offenders accounted for 81% of Probation Orders. Males receiving Probation tended to be younger than females, with 32% of Probation Orders for males and 22% of those for females being given to offenders aged under 21 years.

8.5 The incidence of Probation Orders was highest amongst 18 to 20 year olds (76.8 per 10,000 population) and was also relatively common amongst 21 to 25 year olds (56.3) and 16 to 17 year olds (53.7).

8.6 Over one half of Probation Orders were 12 to 17 months long. A further 20% each were for 18 to 23 months and for 2 years or more. Few (9%) were less than one year long.

8.7 From 2001-02, the length categories for Probation Orders were expanded to show 12, 18 and 24 months separately. Males and females tended to receive a similar length of Probation Order in 2002-03.

8.8 As with Community Service, the employment status of offenders provides an indication of the availability of offenders (see paragraph 5.7). Over 75% of Probation Orders were made to offenders who were unemployed or not seeking employment.

8.10 Forty four per cent of all Probation Orders had standard conditions only. A Requirement of Unpaid Work was made in 32% of Orders and 16% of Orders included conditions of Alcohol and/ or Drug Treatment/ Education.

8.11 Females were relatively more likely to receive Probation Orders with standard conditions only (52%) than males (42%). Correspondingly, a Requirement of Unpaid Work was more common amongst males (35%) than females (23%).
