5. Community Service Orders (table 10 to table 14)

5.1 This section provides information on Community Service Orders (including Probation Orders with a Requirement of Unpaid Work) given between 1 April 2002 and 31 March 2003 (and earlier years). See paragraphs 17.5 and 17.6 of the Annex for further background on Community Service.

5.2 A total of 7,359 Community Service Orders (including 2,393 Probation Orders with a Requirement of Unpaid Work) were made in 2002-03. This represents an increase of 13% from the 2001-02 total of 6,509.

5.3 The incidence of Community Service Orders (including Probation Orders with a Requirement of Unpaid Work) was 20.4 per 10,000 population in 2002-03. This rate was highest in Dundee City (36.3), Dumfries & Galloway (28.4) and East Ayrshire (25.9), and lowest in Aberdeenshire (8.9), Moray (9.0) and East Renfrewshire (9.2).

5.4 Male offenders accounted for 90% of Community Service Orders and 88% of Probation Orders with a Requirement of Unpaid Work. Females receiving Community Service Orders (excluding Probation with Unpaid Work) tended to be older, with 60% of such orders relating to over 25 year olds. In comparison, just 44% of Probation with Unpaid Work given to males related to those aged over 25.

5.5 Community Service Orders (including Probation Orders with a Requirement of Unpaid Work) were relatively more common amongst young offenders, representing 77.7 orders per 10,000 population for 18-20 year olds and 59.5 orders per 10,000 population for 21-25 year olds.

5.6 The average length of Community Service Orders (including Probation Orders with a Requirement of Unpaid Work) in 2002-03 was 155 hours, compared to 156 hours in 2001-02. Males receiving Community Service without Probation tended to receive longer orders (158 hours, on average), whilst females receiving Probation Orders with a Requirement of Unpaid Work tended to receive shorter orders (an average of 141 hours).

5.7 The employment status of offenders provides an indication of whether the offender is likely to be available for work during normal working hours (i.e. weekdays between 9 a.m. and 5 p.m.). Nearly two thirds of Community Service Orders were made to offenders who were either unemployed or not seeking employment.

5.8 Males were relatively more likely to be employed (29%) than females (19%), while females were more likely to be not seeking employment (18% as opposed to 7% of males).
