CRIMINAL JUSTICE SOCIAL WORK STATISTICS, 2002-03

3. Social Enquiry Reports, including Supplementary Reports (tables 3 and 4)

3.1 This section provides information on the number of Social Enquiry Reports (including Supplementary Reports) requested by and submitted to the Courts in 2002-03 (and earlier years). Further information on Social Enquiry Reports is provided in the Annex (paragraphs 17.3 and 17.4).

3.2 There was a total of 44,958 Social Enquiry Reports requested by the Courts between 1 April 2002 and 31 March 2003, an increase of 12% from the 2001-02 total of 40,248. During the same period, 38,123 Social Enquiry Reports were submitted by Local Authorities to the Courts, an increase of 10% from the 34,780 submitted in the previous year. The number of Social Enquiry Reports submitted to the Courts excludes letters sent in lieu of reports.

3.3 The majority of Social Enquiry Reports (including Supplementary Reports) submitted to the Courts related to summary proceedings in Sheriff Courts (85%).

(2) Industrial action in Stipendiary Magistrate and District Courts in Glasgow from November 2000 to January 2001 resulted in a reduction in the number of Social Enquiry Reports requested and submitted in 2000-01.

3.4 There were 105.6 Social Enquiry Reports (including Supplementary Reports) per 10,000 population in 2002-03. However, rates varied considerably between Local Authorities, with Dundee City (282.3), Clackmannanshire (218.6) and Inverclyde (162.7) having the highest numbers of reports per 10,000 population. Rates were lowest in Orkney Islands (32.6), East Renfrewshire (38.7) and Aberdeenshire (48.4).

(2) As a result of the change in collection systems, data for 1999-00 onwards are not directly comparable with figures for earlier years (see Annex, paragraph 17.13).
(3) Reports per 10,000 population are based on GROS mid-year population estimates for 16 to 70 year olds.
(4) Industrial action in Stipendiary Magistrate and District Courts in Glasgow from November 2000 to January 2001 resulted in a reduction in the number of Social Enquiry Reports submitted in 2000-01.
(5) A disproportionate number of letters in lieu of Social Enquiry Reports were submitted to the courts by West Dunbartonshire Council in 2000-01. This resulted from an increase in the number of clients failing to appear for SER appointments.
