NEW DEAL FOR UNEMPLOYED PEOPLE IN SCOTLAND: STATISTICS TO END AUGUST 2001

This is the latest News Release in a monthly series, giving summary information up to the end of October 2001. Information is given on the numbers of people at different stages of New Deal processes in Scotland, the equivalent figures for Great Britain, and the different routes that they have followed.

From late March 2001 the New Deal 25+ was extended and enhanced to provide clients with access to a greater and more tailored range of support and provision. Eligibility has been extended to include those who have been claiming Jobseeker’s Allowance for 18 months. A table showing starts (Table D1) on the enhanced programme is included in this release.

From August 2001, the technical definition of a "start" to NDLP changed from "number attending initial interview" to "number joining NDLP caseload". Consequently, the numbers of starts and leavers shown in Table C0 are slightly lower than those given in news releases up to August.

Employers

The number of employers signed up to New Deal by the end of September 2001 was 13,800 in Scotland and 90,500 in Great Britain.

NEW DEAL 18-24

Jobs

Since the New Deal scheme began, 37,600 young people in Scotland have gone into jobs from New Deal compared to 326,298 across Great Britain. In August 2001, 1,200 in Scotland, and 8,800 in Great Britain entered jobs.

Of the 37,600 entering jobs in Scotland, 28,500 were sustained, of which 26,000 were unsubsidised.

Participants

There were 78,800 starts on New Deal in Scotland by the end of August 2001. Of these, 68,600 clients have left the programme, leaving 10,200 participants still on New Deal. This compares to 86,400 participants in New Deal in Great Britain.

Of the 10,200 participants in New Deal 18-24 at the end of August in Scotland, the majority 5,500 (54%) were on the New Deal Gateway, 2,800 (28%) were on options and 1,900 (19%) were on follow through.

Destinations

Of the 68,600 leavers, 40% went into unsubsidised employment, 14% onto other benefits, 23% onto other known destinations and 24% into unknown destinations.

10% of leavers for unsubsidised employment leave before having an initial interview, 54% leave during Gateway, 19% leave from an option and the reminder, 17% leave from Follow Through.

Client group

Youth unemployment (18-24s unemployment for 6 months or more) in Scotland was 3,200 in September 2001, a fall of 7 per cent in the last year, compared to 16 per cent in Great Britain as a whole.

NEW DEAL 25+ (pre-April 2001 entrants)

It should be noted that the start of the enhanced programme has been revised from 9^th April to 26^th March and consequently, some people previously recorded as being on the original programme were actually on the enhanced programme. This re-assignment explains some of the fall in numbers on the original ND25+ programme and associated increases on the ND25+ enhanced programme.

Tables B1 to B4 show participation and outcomes for those joining ND 25+ before 26^th March 2001. As such there are no new starts shown in these tables, and the figures on activity and outcomes relate solely to those entering the programme prior to 26^th March 2001. A separate set of tables will be introduced over the coming months showing participation and outcomes from the enhanced 25+ New Deal programme, starting with Table D1.

Jobs

Since the New Deal scheme began, 7,000 people in Scotland have gone into jobs compared to 74,900 across Great Britain. Around 100 and 800 jobs were gained in August 2001 in Scotland and Great Britain respectively.

Of the 7,000 entering jobs in Scotland, 5,600 were in sustained employment of which 4,300 were unsubsidised.

Participants

There were 37,200 starts on New Deal 25+ in Scotland up to the start of the enhanced 25+ programmed on 26^th March 2001. Of these, 35,300 clients left the programme, leaving 1,900 participants still on the original programme. This compares to 20,400 participants in New Deal in Great Britain.

25% of participants in New Deal 25+ in Scotland are aged over 50 years and 84% of clients are male.

Of the 1,900 participants in New Deal 25+ at the end of August 2001 in Scotland, the majority, 70%, were on the Advisory Process; 10% were on Training for Work and 6% were in subsidised employment.

Destinations

55% of all leavers from the Advisory process return to claiming JSA without taking up a New Deal opportunity. This compares to 49% in Great Britain.

Client Group

Long term unemployment (over 25s who have been unemployed for 18 months or more) in Scotland was 11,600 in September, a fall of 25 per cent in the last year, similar to that for Great Britain as a whole.

NEW DEAL 25+ (April 2001 entrants onwards)

Table D1 shows entrants to the enhanced programme in April 2001. Over the coming months new tables will be introduced showing participation and outcomes from the enhanced 25+ New Deal programme.

Participants

The re-engineered New Deal 25+ was introduced in late March 2001 and in its first five months of operation, 6,800 clients have started the programme in Scotland. This compares to 57,800 in GB.

NEW DEAL FOR LONE PARENTS (DATA TO END JULY 2001)

Jobs

In Scotland, 9,300 clients in the New Deal for Lone Parents have gone into jobs, compared to 94,400 jobs across Great Britain.

Participants

Since the scheme began, 12,200 people have left NDLP leaving 9,800 participants, compared to 102,500 participants across Great Britain.

GLASGOW EMPLOYMENT ZONE (DATA TO END JUNE 2001)

Fifteen employment Zones were established in April 2000 in areas of GB with persistently high unemployment. Employment Zones target participants aged 25 years and over who have been receiving income-based JSA for 12 months plus or 18 months plus. Participation is mandatory. The Glasgow Employment Zone targets those unemployed for 18 months or more.

The Glasgow Zone started 5,200 clients between April 2000 and end June 2001. During this period, 46,100 people entered Employment Zones throughout GB.

By end June 2001, 720 people had had entered sustained (lasting 13 weeks or more) employment through the Glasgow Employment Zone. This compares to 6,700 people in all Employment Zones in GB.

Of the 420 people who entered the Glasgow Zone between April and June 2000, 45% found work with 85% of jobs sustained. Of the 4,100 people who entered an Employment Zone during this period, 44% found employment and 84% of these jobs were sustained.

The New Deal for the Young Unemployed was introduced nationally on 6 April 1998. The New Deal for the Long-term Unemployed was launched throughout the country on 29 June 1998.

Employment policy is reserved to the UK Government, which takes the lead on the funding and delivery of the New Deal. In Scotland it does this in partnership with the Scottish Executive and contributing Scottish organisations, many of whom provide New Deal services under contract or provide funds and other resources, including training funds, to enhance the quality of New Deal at local level.
