Table 1.18 details the funding arrangements for residents in private and voluntary homes from 1995 to 2000. The support categories have been reviewed and changed for 2000. A full definition of the categories of funding is included in annex A.

The proportion of privately funded residents has remained fairly stable over time at around 33 per cent until 2000 when it increased to 38 per cent. Meanwhile the proportion of residents funded wholly or mainly by the DSS has fallen considerably, from 37 per cent in 1995 to 12 per cent in 2000.

Table 1.19 presents the main sources of funding of residents in each local authority.

The local authorities with the largest proportion of self-funding residents were the City of Edinburgh and West Lothian, with 58 and 55 per cent respectively. Shetland Islands had the smallest proportion of self-funding residents with 8 per cent.

Table 1.20 presents information on the average weekly charge per resident in residential care homes by local authority and sector, for 1999 and 2000. The data have been weighted to reflect the capacity of residential care homes in each local authority.

The average weekly charge for all sectors in Scotland increased from £302 in 1999 to £313 in 2000. South Lanarkshire had the lowest average weekly charge in 1999 and 2000 at £266 and £262, respectively. The highest average weekly charge in 1999 was in Falkirk (£379), whilst in 2000 it was in Orkney Islands (£521).

Within the local authority sector, the Scotland average was £345 in 1999, rising to £361 in 2000. The highest average weekly charge, both in 1999 and 2000, was in the Orkney Islands, amounting to £430 and £627, respectively. In 1999, the lowest charge was in East Renfrewshire (£247), whilst in 2000 it was in South Lanarkshire (£268).

The Scotland average for the independent sector rose from £272 in 1999 to £278 in 2000.

The highest weekly charge in 1999 was in Dumfries & Galloway (£329) and 2000 in Falkirk (£321). In both years, the lowest weekly charge was in Moray, £225 in 1999 and £240 in 2000.
