4. Education Authority Summary

4.1 Tables 4 and 5 draw together the school roll, total budgeted running costs and average budgeted running cost per pupil figures for all education authorities. Charts 4 and 5 allow comparisons to be made of the average budgeted running cost per pupil across education authorities. The horizontal line in each graph shows the average for all education authorities. However, differences in practice in allocating costs across councils mean that data may not be fully comparable. These differences are discussed in Section 7.

4.2 Chart 4 shows that in 2000-2001 in primary schools, the education authority with the highest average budgeted running cost per pupil was Shetland Islands (£3,668), followed by Eilean Siar (£3,642) and Orkney Islands (£3,110). However, these three councils also had the highest percentages of schools with rolls of 20 pupils or less. Shetland had most schools with 20 pupils or less (32 per cent), followed by Eilean Siar (28 per cent), and Orkney (24 per cent). Compared with last year, the biggest increase in cost per pupil was in Aberdeenshire, where figures increased by 12 per cent in cash terms (Table 4). Budgeted running cost per pupil was lowest in East Renfrewshire (£1,612), Moray (£1,759), Scottish Borders (£1,774) and Falkirk (£1,793).

ii) Total budgeted school running costs are as specified by the School Board regulations in respect of the period 1 April to 31 March.
