1 Indicates number of dwellings rather than clients.

 

Chart 4.1 illustrates the balance of care provided to physically disabled people over time. The number of special needs housing dwellings rose considerably between 1980 and 1990, however, since 1995 the number has begun to decrease.

The number of people attending day centres has more than doubled over the period, whilst the number of residents in residential care homes has also increased. Data on home care clients and residents in nursing homes with physical disabilities have not been collected for long enough to allow comment on any trends.

Domiciliary Care

Tables 4.1 and 4.2 contain information on home care services provided to physically disabled clients. Information on home care for other individual client groups is included in chapters 1, 2, 3 and 5. More detailed analysis of home care for all client groups is contained in chapter 1. Please refer to the notes in annex A for definitions on which the data are collected.

Table 4.1 illustrates the age breakdown for physically disabled clients receiving home care in 1998 and 1999. Prior to 1998 a full age/client breakdown was not provided.

Between 1998 and 1999 there has been an 11 per cent increase (to 56,538) in the number of physically disabled people receiving home care. In 1999 only 9 per cent of physically disabled people receiving home care were under 65. The majority of physically disabled people receiving home care were aged between 75 and 84 (42 per cent in 1999).

Table 4.2 presents a local authority split for the age breakdown of home care for physically disabled people.

In 1999 in Scotland, 13.8 physically disabled people received home care for every 1,000 of the population aged 16 and over. Eileanan Siar had the highest rate (38.3). Conversely, Angus had the lowest rate in Scotland with 2.5 clients per 1,000 of the population aged 16 and over.

This table includes clients who are frail due to old age, therefore, a large proportion of these clients also appear in table 1.5 in chapter 1. Care should be taken when making comparisons between authorities, as differences may be due to the way councils classify their home care clients rather than indicating differences in service provision.
