Scottish Community Care Statistics 1999

Residential Care Homes

Tables 2.5 to 2.12 contain information on residential care homes primarily intended for people with learning disabilities. Homes for other client groups are included in chapters 1, 3, 4 and 5. Please refer to the notes in annex A for definitions on which the data are collected.

In 1998 a new methodology was introduced for dealing with non-response. Care should be taken when comparing time series data before and after 1998 as the figures may not be directly comparable. Please refer to annex A for more details.

The number of beds in homes for people with learning disabilities has increased considerably since 1980 but has increased at a slower rate since 1995.

Between 1995 and 1999 the majority of residential care beds were within the voluntary sector, ranging from 66 per cent in 1995 to 68 per cent in 1999. Over the same period the proportion of beds in the local authority sector reduced slightly from 22 to 19 per cent.

In 1999 there were 594 homes with 4,525 places available. These provided accommodation for a total of 4,222 residents.

Scottish Borders had the highest rate of residents (28.7) per 10,000 of the population aged 16 to 64. Orkney Islands had the lowest rate (1.6). In comparison, the overall rate for Scotland was 12.7 residents per 10,000 of the population aged between 16 and 64.

Total admissions and discharges in residential care homes in Scotland have fluctuated over the time period shown.

Short stay admissions and discharges fell sharply in 1997 and 1998 but increased again in 1999. Further investigation has indicated that this may be due to under-reporting of short stay activity by some homes rather than an actual drop in short stay provision. Long stay admissions and discharges stayed fairly stable after a sharp dip in 1990.

In 1985, local authority admissions and discharges accounted for approximately 90 per cent of the total. However this has diminished over the years and now sits at around 45 per cent. Over the same period, the percentage of admissions/discharges in voluntary sector homes has risen from around 10 per cent to 55 per cent, whilst the private sector has remained fairly stable.

Tables 2.8 to 2.11 provide information on long stay residents only, as this level of detail is not collected for short stay residents.

Table 2.8 presents a breakdown of the ages of all residents in homes for people with learning disabilities. Since 1985 the proportion of residents aged between 16 and 30 has been steadily decreasing and was 18 per cent in 1999. At the same time the proportion of residents aged 46 and over has risen to reach 48 per cent in 1999.

The majority of residents with learning disabilities stay in homes for 3 years or more. In 1999, 74 per cent of residents stayed for more than three years. In contrast only 2 per cent of residents remained for less than 3 months.

The proportion of residents who stay for over 5 years has increased steadily over time and represented 62 per cent of all residents in 1999.

Table 2.10 presents an overview of the destination of residents on discharge from residential care. Although there have been fluctuations over time, the proportion of residents being discharged to hospital has generally decreased. Meanwhile, the proportion of residents discharged to other homes has generally followed an upward trend. Since 1995 the number of residents being discharged to their own homes has increased.

Table 2.11 details the funding arrangements for residents in private and voluntary homes. For definitions of categories of funding see annex A.

In 1999, very few residents (1 per cent) supported themselves by private means, whilst 43 per cent received LA support under the pre April 1993 arrangements. Twenty five per cent of residents are supported mainly by DSS.

There is a marked difference in funding patterns between the private and voluntary sectors. In privately run homes, 55 per cent of residents are supported by the DSS. In the voluntary sector, 49 per cent receive LA support under the pre April 1993 arrangements.

The average weekly cost of residential care in local authority homes was £660, compared to £417 in private and £337 in voluntary homes. The overall average for all homes was £447 per week.
