Special Needs Housing

Table 1.9 presents the number of special needs housing dwellings for older people in Scotland from 1980 to 1999. The total number of dwellings has increased over time, from 10,444 in 1980 to 95,696 in 1999. Since 1980 the number of sheltered housing dwellings has increased five-fold. In 1999, other dwellings with alarms accounted for 39 per cent of total dwellings followed closely by sheltered housing with 37 per cent of the total.

Table 1.10 gives a breakdown of the different types of special needs dwellings within each local authority.

In 1999, Clackmannanshire had the highest rate of very sheltered housing (12) per 1,000 of the population aged 65 and over. This accounted for 7 per cent of their total special needs housing stock, the highest proportion of all local authorities. In contrast, seven local authorities had no dwellings within the very sheltered category. The rate for Scotland was 2 per 1,000 of the population aged 65 and over.

Dundee City had the highest number of sheltered dwellings (159) per 1,000 of the population aged 65 and over. At the same time the Scotland total was 47, whilst the Orkney Islands had only 14 dwellings per 1,000 of the population aged 65 and over. Ninety six per cent of Eileanan Siar's housing stock was in the sheltered dwellings category. Meanwhile in North Ayrshire only 16 per cent of their stock fell within this category.
