5.7 Table 15 shows the main difficulty in learning of pupils with a Record of Needs who were attending publicly funded secondary schools.

5.8 Of the 4,818 that had a Record of Needs in 1999, 4.6 per cent have complex or multiple impairments, the same as in 1998.
