This included about 1,000 pupils attending attached special units (see Annex note 2.1.2). The number of schools has decreased a little over recent years. The number of pupils was slightly higher in 1999 than in 1998. The average roll, excluding adults, was 808 in 1999 compared to 799 in 1998.
5.2 The number of teachers (FTE) was 24,455 in 1999, an increase from 24,090 in 1998. The pupil/teacher ratio was 12.9 in 1999, compared to 13.0 in 1998.
5.3 Adults who are educated in secondary schools (see annex note 3.3) have not been included in this bulletin as results for 1999 are not available.

5.4 At September 1999, 4,117 pupils were attending special units attached to mainstream secondary schools for some proportion of their education, 19.0 per cent more than in 1998. About 60.4 per cent of secondary pupils attending the special unit for some or all of their time had a Record of Needs, compared with 67.4 per cent in 1998.
5.5 The split of time between the special unit and mainstream classes varied widely amongst secondary pupils with a Record of Needs, with around 19 per cent spending more than two thirds of their time in the special unit. Pupils without a Record of Needs generally spent less time in the special unit, with 11.5 per cent there for more than two thirds of their time.
5.6 At September 1999, 2,301 pupils in full-time attendance at mainstream secondary schools had a Record of Needs compared to 2,227 in 1998. There was also 6,682 pupils without a Record of Needs but with special educational needs in full-time mainstream attendance. This is an increase on 1998, which could in part be due to changes in the recording of pupils with special educational needs.
