Summary Results Of The September 1999 School Census

1. Introduction

1.1 This bulletin presents summary results from the September 1999 School Census of primary, secondary and special schools. The majority of the results relate to publicly funded schools (local authority, grant-aided and opted-out), although some statistics are provided for independent schools.

1.2 Most of the tables and text within the body of this bulletin relate to the national picture for Scotland. At the back of the bulletin, there are a small number of tables providing summary statistics for publicly funded schools by local authority.

1.3 The results of the census of pre-school education centres in Scotland, conducted in September 1999, were released on 19 July 2000.

2. Summary of Main Points

2.1 At September 1999, there were 3,044 primary, secondary and special schools in Scotland. The large majority of these, 2,877, were publicly funded.

2.2 Just over 783,000 pupils were attending schools in Scotland at September 1999, a slight decrease from 1998-99. Over the same period, the number of teachers (FTE) increased by just over 620 to almost 52,300.

2.3 Around 431,000 pupils attended publicly funded primary schools at September 1999, a decrease of 5,500 from 1998-99. The number of primary teachers (FTE) increased by almost 150 over the same period, leading to a pupil/teacher ratio of 19.1 in 1999-2000, a reduction from 19.4 in 1998-99.

2.4 In addition, almost 4,700 classes received some assistance from non-teaching classroom staff working with teachers in primary classrooms in 1999.

2.5 At September 1999, the average class size in publicly funded primary schools was 24.6, down 0.3 from the 1998 level of 24.9.

2.6 Around 11 per cent of P1-P3 classes had more than 30 pupils in 1999, compared with over 16 per cent in 1998. This results in 10,500 fewer P1-P3 pupils in classes of more than 30 pupils.

2.7 Just under 314,300 pupils attended publicly funded secondary schools in September 1999, an increase of almost 1,100 pupils from 1998. Over the same period, the number (FTE) of secondary teachers in publicly funded secondary schools increased by just over 360, leading to a pupil/teacher ratio of 12.9 in 1998-99 compared to 13.0 the previous year.

2.8 At September 1999, about 8,300 pupils were based in publicly funded special schools in Scotland (see Annex note 2.1.2). In addition, some 6,700 pupils attended special units integrated with publicly funded primary and secondary schools for some proportion of their education.

2.9 The September 1999 Census collected information on computers in schools for the first time. This information was used to generate pupil:computer ratios which are shown in sections 3.6 to 3.11.

3. Primary, Secondary and Special Schools

3.1 At September 1999, there were 3,044 primary, secondary and special schools in Scotland. The large majority of these, 2,877, were publicly funded (local authority, grant-aided and opted-out). There was 1 opted-out school at September 1999 (a primary) and 9 grant aided (one primary, one secondary and 7 special).

3.2 783,359 pupils were attending schools in Scotland at September 1999 - a decrease of 5,765 from 1998. The number of publicly funded primary pupils fell by about 1.3 per cent while the number of secondary school pupils rose by about 0.3 per cent. The number of pupils in publicly funded special schools increased by about 1.0 per cent.

3.3 Just under 3.9 per cent of pupils were attending independent schools, the same proportion as in 1998.

3.4 The number of full-time equivalent teachers in Scottish schools was 52,295 in 1999. This was 623 (1.2 per cent) more than in 1998. In publicly funded primary schools the number of teachers rose by 0.6 per cent and by 1.5 per cent in publicly funded secondary schools.

3.5 In 1999, the overall pupil/teacher ratio in publicly funded schools was 15.4 and 9.4 in independent schools. In publicly funded schools, the pupil/teacher ratio in primary schools fell to 19.1 from the 1998 level, and to 12.9 in secondary schools.
