Information request and response under the Environmental Information (Scotland) Regulations 2004


Information requested

Under the Home Energy Scotland scheme:

Renewable Energy Systems

1. How many (a) grants and (b) loans were awarded in each (i) Scottish Parliamentary constituency and (ii) UK Parliamentary constituency in each year since the start of the scheme for renewable energy systems.

2. What is the total sum of (a) grants and (b) loans awarded in each (i) Scottish Parliamentary constituency and (ii) UK Parliamentary constituency in each year since the start of the scheme for renewable energy systems.

3. How many of each home renewable system have been installed in each (i) Scottish Parliamentary constituency and (ii) UK Parliamentary constituency in each year since the start of the scheme.

Insulation Types

4. How many (a) grants and (b) loans were awarded in each (i) Scottish Parliamentary constituency and (ii) UK Parliamentary constituency in each year since the start of the scheme for insulation type.

5. What is the total sum of (a) grants and (b) loans awarded in each (i) Scottish Parliamentary constituency and (ii) UK Parliamentary constituency in each year since the start of the scheme for insulation type.

6. How many of each insulation type have been installed in each (i) Scottish Parliamentary constituency and (ii) UK Parliamentary constituency in each year since the start of the scheme.

Response

As the information you have requested is ‘environmental information’ for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

Response

As per my acknowledgement on 15 December 2023, neither the Scottish Government nor Energy Saving Trust (EST) who administer Scottish Government heat and energy efficiency grants and loans on its behalf, including the Home Energy Scotland (HES) Grant and Loan Scheme, holds the requested information in the form of Scottish or UK Parliamentary constituencies.

In order to provide as much information as possible, the information has been collated by local authority area.
