Is it true that some ancillary services need not be included in PFI deals?

Yes. There are no hard and fast rules in relation to whether a particular ancillary service should be included within a PFI contract. Transfer of staff will be decided by the PFI procurer on a case by case basis in the best interests of their staff and subject to overriding value for money issues.

Will there be " Level Playing Field Support" for future Local Authority projects in PFI deals?

No, the LPFS arrangements no longer exist. Instead where a council enters into a PFI/PPP agreement, the Scottish Executive will allow the Council to transfer some of its capital allocation to revenue, to reflect the fact that the agreement will convert a capital payment into a revenue stream. In order to ensure that the Council is not disadvantaged, the Council will continue to receive the loan charge support relating to that capital allocation, even though it has been transferred to revenue.
