New law on mobile phones

01/12/2003

Transport Minister Nicol Stephen today welcomed new safety measures which come into force across the UK banning motorists from using hand held mobile phones when driving.

The Department for Transport's new regulation makes it a specific offence for a driver to use a hand-held phone, or similar device.

Initially drivers will be subject to a £30 fixed penalty or up to £1,000 on conviction in court.

Mr Stephen said:

"Using a mobile phone whilst driving is dangerous. Phone calls and text messages can cause distraction for drivers and can result in loss of concentration which puts drivers and other roads users at risk. These new measures will make our roads safer for us all.

"The Executive has for some time used the electronic signs next to motorways and trunk roads in Scotland to display a variety of safety messages including advising against the use of mobiles while driving. Over the next few weeks this message will be given increased prominence.

"Making it an offence to use a hand held mobile phone while driving will increase road safety for drivers, passengers, other road users and pedestrians."
