2 In fact, it was subsequently discovered that two of the discretionary life sentence prisoners were sentenced in January of 1999. It is possible that the computer records, used by the Criminological Research Branch to identify relevant discretionary life sentence prisoners, gave the impression that they were sentenced in 1998 since both sentences were back-dated to 1998. Whatever the reason, the cases of both offenders were included in the analysis of the discretionary life sentence prisoners since it was not felt that their inclusion would significantly distort the sample.
3 In one of these cases it was not wholly clear (from available information) whether or not his appeal was restricted to the length of the designated part.
