1 Beyond the above specific categories of persons
in situations of homelessness or ‘near’ homelessness, we have, in
our recommendations, recognised a range of other vulnerable persons at particular
risk of homelessness, who are the subject of proposed preventative action
2 The responses to newly arrived immigrants are
governed by separate UK legislation and rules administered by the Immigration
Service.
