Special thanks are also due to the local authorities supporting the voluntary levy of £1,000 per authority last year to fund the consultation process, or who have provided staff time to support the review.

In particular, SWIRG is indebted to the City of Edinburgh and Angus Councils for releasing the time of Mike Brown and Anne Mollison.
