Location of Development7.1 Table 11 shows the prominence of brownfield development over greenfield, both in terms of the number of entries at each stage, and the level of proposed floorspace. 7.2 Table 12 sets out the percentage frequency with which retail development proposals recorded at each planning stage related to land covered by retail planning policy in an adopted or draft local plan. 7.3 The table shows that no retail planning applications were refused consent without the prospect of further appeal where land was zoned for retail use within an adopted local plan. In instances where policies in draft plans were involved, only a small proportion (5%) of applications were refused without the prospect of further appeal.
