1998 Retail Development Survey
1. Introduction and Summary
1.1 This report summarises the results of the inaugural 1998 Scottish
Retail Development Survey. The survey is a co-operative effort between local
authorities and the Scottish Executive Development Department. It involves
the monitoring of all retail developments over 1,000 sq. m (gross) which are
recorded as 'active' by local authorities during the calendar year. All 32
local authorities provided returns, although five authorities (Argyll and
Bute, East Renfrewshire, Eilean Siar, Orkney and Shetland) did not register
any retail development exceeding 1,000 sq. m during 1998.
1.2 The following main points emerge from the 1998 survey (all figures
have been rounded to the nearest '000 sq. m.):
- Across Scotland, 227 retail developments were recorded as being 'active'
at some stage of the planning process. (A guide to the different planning
stages used for the study is set out in Figure
1).
- Glasgow and Clyde Valley and Lothian Structure Plan areas together accounted
for some 56% of all entries. (Refer to table 2)
- Nationwide, 109 retail planning applications were submitted, proposing
some 599,000 sq. m floorspace. In the same 12 month period, 77 planning
permissions were approved proposing 458,000 sq. m in total. 25 applications,
proposing 119,000 sq. m floorspace, were refused consent without the possibility
of further appeal, whilst a further 22 applications, totalling 212,000 sq.
m, were refused consent, pending the prospect of further appeal / public
inquiry / call-in. (Refer to tables 1 &

- In relation to the sequential approach, (as set out in NPPG 8 Revised)
176,000 sq. m was approved in town centres, 81,000 sq. m on edge of centre
sites, 173,000 sq. m on out of centre sites and 26,000 sq. m in out of town
locations. No retail planning applications were refused consent without
the prospect of further appeal within town centres. Applications totalling
10,000 sq. m were refused in edge of centre locations, 63,000 sq. m in out
of centre locations, and 46,000 sq. m in out of town areas. (Refer to table

- 100,000 sq. m floorspace was approved for 'convenience' retail development,
50,000 sq. m of which was in edge of centre locations. 155,000 sq. m of
'comparison' retail development was approved, 100,000 sq. m of which was
in out of centre (predominantly retail warehouse park) locations. 98,000
sq. m of 'mixed' retail development was approved, 62,000 sq. m of which
was in town centre locations. 106,000 sq. m of 'other' retail formats (including
factory outlets, retail warehouse clubs and other unidentified retail types)
was approved. 80,000 sq. m of this was located in town centre locations.

- More planning applications were submitted (32), approved (25) and refused
without the prospect of further appeal (9) for Superstore development than
for any other retail format. (Refer to table 7)
- 80% of all retail planning applications submitted related to brownfield
sites, as opposed to 15% for greenfield and 5% for 'other' unspecified sites.
82% of all planning consents granted related to brownfield sites as opposed
to 11% greenfield and 7% unspecified. 74% of development under construction
took place on brownfield sites as opposed to 22% on greenfield and 4% on
unspecified sites. 80% of newly trading development occurred on brownfield
sites, 8% on greenfield and 12% on unspecified sites. (Refer to tables 11,

- 30 retail developments were under construction during 1998, and 25 new
developments began trading. (Refer to table 1)
