A Guide for the Voluntary Sector to Scottish Executive Grants

Introduction
This Guide is published as a resource for the Scottish voluntary sector to enable voluntary organisations to know how they might apply to the Scottish Executive for funding. It covers the Scottish Executive's direct grant schemes only.

The Scottish Compact Good Practice Guide to Funding

In line with best practice in the strategic funding of voluntary organisations, Scottish Executive funding is available:

  • for activities that promote Scottish Executive objectives;
  • to support capacity building within organisations on the basis of agreed outputs;
  • to fund core management, administrative and relevant training costs where an organisation has a continuing role in the delivery of particular policy objectives;
  • for national generic infrastructure organisations and associated local networks to promote the growth and effectiveness of voluntary and community organisations;
  • on a time-limited basis, for innovative projects where the Scottish Executive has a particular interest in taking forward an experimental approach.

Only on an exceptional basis will funding be made available for local service delivery organisations. (Public sector funding for local bodies would be expected to come from other agencies, such as local authorities, health boards, local enterprise companies and some non-departmental public bodies).

Direct Grants

Children, Families, Young People and Education

Children and Young People's Group Grant Scheme

  • Homelessness (Young People), Adoption, Fostering, Advocacy, Throughcare, General Services for Looked After Children
    Grant is paid towards promoting the provision and development of services for vulnerable children and young people, specifically those looked after, and those with social or behavioural problems. Such services will include adoption, fostering and advocacy services in respect of looked after children.

  • Support for Children and Families

    Priorities include

  • supporting families under stress and children with disabilities, particularly those at risk of social exclusion
  • protecting children from various forms of abuse, including preventative work, developing services for families who have experienced child abuse and practice methods for managing and treating young abusers
  • developing an integrated approach to the needs of children and young people

  • Day Care Services for Children

    Priorities include

  • developing the childcare strategy for Scotland and the provision of accessible and affordable childcare in every neighbourhood for children up to the age of 14.

  • Youth Work
    Funds innovative projects and development work of national benefit for youths and adults. Tenders are invited for these projects, which are normally advertised through the Scottish Times Educational Supplement.

  • Community Education
    Grants are available to national voluntary organisations with "approved" status. There are 2 categories of grant:

    Grant provides assistance to national voluntary organisations with the cost of maintaining a Scottish headquarters.

  • Sustainable Action Fund
    The Fund supports organisations which promote sustainable development in Scotland. Sustainable Action Grants (£275,000 per year) are available to support a variety of the most innovative projects which are put forward.

  • Community Care
    Grants are available to assist voluntary organisations in developing social work services and promoting social welfare. Core, capital and project funding is given to assist national organisations whose activities deliver services in support of Executive objectives in priority areas of community care. Local projects which are innovative and of potential national significance may also be considered.

  • Mental Illness Specific Grant (MISG)
    Provides funding to develop social care for individuals with mental health problems. The grant is paid to local authorities who provide 30% of the funding from their own budget. Information on local MISG projects should be sought from the local authority social work department.

  • Ethnic Minority Grant Scheme
    Administered on behalf of the Scottish Executive by the Unemployed Voluntary Action Fund, the scheme provides grants to projects designed to reduce racial disadvantage and promote race equality.

Health

  • Health Grants
    Health grants are available to national voluntary organisations engaged in health initiatives in Scotland, complementary to those required by statute. These can contribute towards the administrative costs of running the organisation headquarters and, occasionally, to fund specific innovative projects and capital needs.

Heritage

  • Ancient Monuments Grants
    Available to help owners of scheduled monuments, or monuments of schedulable quality, with the cost of preservation, maintenance or management and of presenting them to the public.

  • Heritage Grants Scheme
    Assists voluntary organisations to improve their effectiveness in carrying our practical work on historic buildings, archaeology and designed landscapes. Applications will only be considered from organisations carrying out activities in more than one local authority area.

    Grants are available for the repair of buildings of outstanding architectural or historic interest and for the repair of buildings in outstanding conservation areas.

  • Housing and Homelessness Grants
    Grants are available in the field of homelessness or matters relating to homelessness: for training, advice, research or similar purposes relating to housing; and in the field of tenant mobility.

  • Domestic Abuse Service Development Fund
    Funding for local partnerships to undertake work identified in the National Strategy for Domestic Abuse in Scotland. Applications must be made through and endorsed by the local authority.

  • Family Law
    Voluntary organisations providing mediation or counselling services to families in transition can apply for grant assistance under section 10 of the Social Work (Scotland) Act 1968.

Public and Rural Transport

  • Rural Community Transport Initiative
    Promotes community transport schemes in rural areas. Services can include community minibuses, car schemes, dial-a-bus, dial-a-journey and community ferries.

Rural Affairs

Scottish Rural Partnership Fund

  • Rural Challenge Fund
    Encourages rural projects which propose innovative ways of tackling particular rural problems or create a wider range of opportunities in rural areas. Grants of up to 50% of eligible costs subject to an overall maximum grant limit of £50,000 are available on a competitive basis for a minimum of one and a maximum of three years.
  • Rural Strategic Support Fund
    Facilitates the establishment of Local Rural Partnerships (LRPs). LRPs are partnerships, generally between local agencies, but also involving local people, voluntary organisations and the private sector. LRPs aim to involve local people in the decision making process, and to encourage local people to undertake their own projects. Grant is available on a sliding scale for a maximum of 3 years.
  • Local Capital Grants Scheme
    Assists local voluntary, youth and community organisations to provide new or upgrade existing premises for educational, social and recreational activities. Grants of up to 50% of eligible costs subject to a maximum grant limit of £100,000 are available. Applicants should contact their local authority for details.

Social Welfare

  • Training (Social Work Practice)
    Training grants under section 9(1) of the Social Work (Scotland) Act 1968 are designed to promote practice competence in key areas of social work by enabling national voluntary organisations to provide or secure training for their paid staff and voluntary workers that would not otherwise be available to them.

  • Voluntary Sector Infrastructure
    £0.5 million available in 2002-03 to support IT development in the voluntary sector. The criteria and application arrangements will be published in Autumn 2001.
