Principles of workforce planning

Principles of workforce planning from the Scottish Intergrated Workforce Planning Group Interim Report (2000)

  • Workforce planning is a continuous process which includes monitoring and evaluation and should be sufficiently flexible to accommodate both incremental and quantum change.
  • Workforce planning cycles (iterations) should be linked to planning for other purposes. In particular they should be fully integrated with planning for services.
  • Workforce planning should improve the balance of supply and demand of skills in the context of continual change.
  • Services are delivered by teams and workforce planning should aim to achieve the appropriate multi-disciplinary mix of skill in the team.
  • Workforce planning should understand and influence mechanisms which affect supply and demand.
  • Workforce planning information and mechanisms must be linked across all service levels, all time horizons and all staff groups who contribute to health care.
