CHILDREN AND YOUNG PERSONS WITH SPECIAL EDUCATIONAL NEEDS [ASSESSMENT AND RECORDING]

INTRODUCTION

In 1994, the Scottish Office Education Department consulted widely on a draft circular about the assessment of and Records of Needs for children and young persons with special educational needs. A considerable number of substantive responses were received by the end of the consultation period, including various proposals for amendment and for the introduction of new material. In view of the importance and complexity of the subject it was decided to set up a small working group to consider these responses and to produce a final draft circular for the approval of Ministers.

The membership of the working group was selected to give a wide coverage of the interests involved and included educational professionals from outwith the Department - a Senior Depute Director of Education and a Principal Educational Psychologist, and representatives from the voluntary sector (enABLE and Children in Scotland). The Department would like to record its gratitude to these members of the working group for dedicating so much of their time, energy and expertise to the task of producing this Circular.
