1.1 The first formal inspection of the Peterhead Unit was carried out on 27-29 September and 13 October 1999. This inspection was initially scheduled for January 1999 but was postponed due to an incident in the Unit in November 1998.
1.2 The inspection team totalled five and included a guest inspector who had recent experience as Deputy Governor of a similar Unit - further details are contained at Annex 4.
1.3 Generally, we were impressed with the busy, structured regime that provided prisoners with opportunities for positive change. There were, however, some staff concerns about the level of support available to them, together with some aspects of personal safety.
1.4 The annual cost per prisoner place at the Peterhead Unit is £76,400; this compares with the SPS average of £26,912.
