POINTS OF NOTE

Issues to be taken up with the Governor on subsequent visits by the Inspectorate

14.1 The Institution should consider some form of joint work with the local community drug team in order to establish a common approach and throughcare links (paragraph 4.16).

14.2 The local Drug Strategy Management Group should be re-established and should have as one of its first targets, the development and publication of a comprehensive drugs strategy (paragraph 4.18).

14.3 Consideration should be given to the creation of a Drugs Co-ordinator post (paragraph 4.18).

14.4 Consideration should be given to developing an enhanced wages work party for drug free YOs (paragraph 4.19).

14.5 Current arrangements for mandatory and voluntary drug testing should be revised to make the procedure more effective (paragraph 4.21).

14.6 For MDT purposes, YOs, female prisoners and the local remand/convicted population should be dealt with separately with 10% of each group being selected each month for random tests (paragraph 4.23).

14.7 The Institution should look at ways of establishing links with drug and health education, drug counselling, group work and other support measures to challenge repeated drug use (paragraph 4.26).

14.8 The basic drug awareness course should be included in the induction programme (paragraph 4.28).

14.9 Arrangements should be put in place to ensure that the drug awareness courses are subject to proper evaluation (paragraph 4.30).

14.10 The ACT Strategy Group should meet on a more frequent basis (paragraph 4.38).

14.11 Consideration should be given to the feasibility of creating a room within the Reception to enable admissions to be interviewed in privacy (paragraph 6.5).

14.12 Pending the introduction of a national induction programme for all long-term YOs, there should be a review of the existing local induction programme (paragraph 6.11).

14.13 As a matter of urgency an induction programme should be introduced for remands, convicted adults and female prisoners (paragraph 6.12).

14.14 The present role of the Social Worker should be clarified and evaluated against the needs of the population in the establishment, with a view to identifying possible additional resources to meet those needs (paragraph 6.20).

14.15 There should be an evaluation of the level of the service that is required to be provided by the psychologist (paragraph 6.23).

14.16 There should be a comprehensive review of the PE programme (paragraph 6.32).

14.17 Arrangements should be made either to provide the PE Department with relief cover on a permanent basis or to ensure that trained sports and games officers are available to assist (paragraph 6.33).

14.18 The provision of education should be extended to all categories of prisoners in the establishment (paragraph 6.37).

14.19 The lockers for visitors' personal effects should be re-located (paragraph 6.49).

14.20 All meal times should be in accordance with SPS Operating Standards (paragraph 7.3).

14.21 Fire evaluation drills should be undertaken on a more regular basis (paragraph 7.21).

14.22 A number of improvements, as listed, should be made to the medical accommodation (paragraph 8.7).

14.23 Consideration should be given to ways of improving the provision of Discipline cover for the health centre (paragraph 8.21).

14.24 Efforts should be made to raise the profile of IT within the Institution (paragraph 11.8).
