(i)

In the pre-reorganisation Joint Staffing Watch, full-time equivalent (fte) estimates for part-timers were based on set conversion factors. In the December surveys and the new JSW, fte estimates are based on actual hours worked.

(ii)

The data for the December 1996 New Joint Staffing Watch comes from the data collected in the December 1996 Annual Local Authority Staffing Survey.

(iii)

The coverage of these services differs in the pre-reorganisation Joint Staffing Watch because of the different treatment of staff in Direct Labour and Direct Service organisations.

In the pre-reorganisation JSW survey DLO/DSO staff were included with the service they supported. In the December staffing surveys and the new JSW they are a separately identified grouping.

(iv)

The December 1995 annual staffing survey figures included retained firefighters for a number of authorities, and are not comparable with the JSW figures, or with the December 1994 survey figures.

(v)

Excludes an estimated 275 fte staff transferring with the Childrens Reporters Service.

(vi)

Excludes an estimated 65 fte staff transferring from local authorities following the creation of the Scottish Environmental Protection Agency.

(vii)

Estimated number of staff transferring from local authorities to the Childrens Reporters Service, and the Scottish Environmental Protection Agency.

(viii)

In the pre-reorganisation JSW these figures include school crossing patrol staff. The new JSW and the December Staffing Surveys include school crossing patrol staff with Roads & Transport.

(ix)

Water & Sewerage were grouped together as one service category in the December 1994 and 1995 Annual Staffing Surveys.

(x)

The December 1994 and 1995 Annual Staffing Surveys significantly overestimate the fte number of teachers.

(xi)

The data for the December 1997 New Joint Staffing Watch comes from the data collected in the December 1997 Annual Local Authority Staffing Survey.
