Audit of Interim Local Transport Strategies and Road Traffic Reduction Reports

SECTION 7: CONCLUSION

7.1 This audit has examined the interim local transport strategies submitted by local authorities in the light of the Preliminary Guidance. The extent to which strategies fulfil the requirements of the Guidance varies quite widely, but the broad thrust of the strategies is in tune with national transport policies. Most strategies are at a relatively early stage of development.

7.2 In developing their full strategies it will be important for local authorities to set clear strategy objectives, to base strategy on a comprehensive analysis of existing transport demand, service levels and the issues arising, and to seek to establish coherent, integrated strategies that are focussed on those objectives and the resolution of transport problems. It is essential for strategies to contain quantified targets which will enable progress in achieving objectives to be measured. Targets need to be realistic and soundly based on analysis of the issues they are addressing.

7.3 Implementation plans need to be based on a realistic assessment of likely sources of funding, and elements of the strategy which are unlikely to be capable of being funded in the foreseeable future should not feature in plans. It is important that the success of a strategy should not be dependent on such projects. The role of appraisal in assessing alternative strategies and projects is vital. The development of appraisal methods is ongoing within government and local authorities, and in developing full strategies authorities will need to take account of latest best practice in this area.
