Conclusions

23. Recording performance against Targets for determining planning applications will continue to have an important role to play in monitoring the efficiency and effectiveness of the planning system. Targets need to be clear and challenging. The Working Group recommends that the existing targets in relation to (minor) business and industry and other minor developments should be dropped. New targets should, however, be introduced in relation to the percentage of applications to be determined within 3 months and major applications. The importance of achieving quality in planning was recognised but the general view was that this issue is not well suited to measurement, although some authorities are looking at ways in which the quality of development can be assessed.
