Notification of Planning Applications Associated with Listed Buildings
19. The group on conservation controls as well as the targets group felt that decisions on planning applications could be issued before a decision on a related listed building application. This would, of course, have to make clear that work on some/all elements could not proceed until the associated listed building consent had been granted.
20. The local authorities felt that the Scottish Executive should provide more feedback on the data collected through the Planning Statistics Returns. Accordingly papers have been prepared on:
These are included as Annexes 3-5. This type of information needs to be assembled and disseminated more regularly.
21. In addition, in response to requests from some local authorities the Scottish Executive is also looking at how the returns and the information they contain can be made available more widely. This is potentially useful for benchmarking initiatives under Best Value. The Scottish Executive will investigate the Internet as a possible means.
22. The Group was concerned to ensure that existing work on benchmarking in development control should be more accessible to other authorities. Several members see advantages in a single organisation acting as a focus for the collection and exchange of information. As a first step COSLA has agreed to investigate the possibility of a seminar on benchmarking to aid networking and information exchange on this topic.
