APPENDIX B: SUMMARY OF SUGGESTIONS

HMIC suggests:

that the issues of the funding, accountability, and structure of the Scottish Crime Squad, be passed to the Steering Group looking at aspects of the future policing of Scotland, for consideration
(paragraph 1.8)

that the above Steering Group consider whether the policing needs of Scotland would be better met by a Scottish Crime Squad under the direct command of a chief officer, accountable to a formally constituted police authority
(paragraph 1.8)

that the Scottish Crime Squad pursue more measurable performance indicators
(paragraph 2.6)

that current HR related practices and procedures within the Scottish Crime Squad be formally recorded
(paragraph 3.3)

that the Standing Committee agrees appropriate standard practice in respect of training
(paragraph 3.14)

that the Standing Committee agrees common good practice in respect of the personnel management of seconded staff
(paragraph 3.19)

that the responsibility for ensuring staff welfare and appropriate liaison arrangements, should be documented
(paragraph 3.20)

that the use of a lead authority should be considered in the procurement process
(paragraph 4.5)

that there should be a nationally agreed standard as to what constitutes a legitimate administration charge and that there should be service level agreements between the provider of services and the Scottish Crime Squad
(paragraph 4.10)

that any review of the size of the Scottish Crime Squad must first seek to determine its future role and then endeavour to seek to provide a structure which enables that role to be effectively delivered
(paragraph 4.12)

that there should be detailed monitoring and evaluation of the different operational activities to inform the decision making process in the level of resource commitment
(paragraph 5.5)

that a central strategic focus should govern all syndicate operations
(paragraph 5.18)

that a clearer understanding is required of what technical support should be available at a force and at a national level so that best value is obtained from the resources available to Scottish policing
(paragraph 5.23)

that it may be more appropriate in the future for a technically qualified member of support staff, as against a police officer, to be in charge of the Technical Support Unit
(paragraph 5.26)

that the Standing Committee of Chief Constables may wish to formally clarify the position as to the Recommendations of the 1992 Security Review
(paragraph 5.28).
