APPENDIX A: SUMMARY OF RECOMMENDATIONS

Recommendation 1

(Chapter 1 paragraph 5.6)

HMIC recommends that a corporate communications strategy (dealing with external and internal matters) is developed and that a head to lead corporate communications is appointed at an early point. This person to be present at strategic management level meetings as communication is a key part of the decision making process.
   
Recommendation 2

(Chapter 2, paragraph 3.4)

HMIC recommends that the collection, analysis and presentation of management information be improved to encourage a performance culture and foster accountability.
   
Recommendation 3

(Chapter 5, paragraph 5.5)

HMIC recommends that the force give consideration to the creation of a Director of Intelligence post with the responsibility and authority for driving and co-ordinating the intelligence function across all disciplines (not just crime) throughout the force.
   
Recommendation 4

(Chapter 5, paragraph 6.3)

HMIC recommends that the transport arrangements for drug productions and the range of officers authorised to undertake presumptive tests is re-visited.  
   
Recommendation 5

(Chapter 5, paragraph 12.5)

   
HMIC recommends a review of the force policy and practices in order to clarify a number of issues in respect of the operational handling of incidents of domestic violence.
   
Recommendation 6

(Chapter 5, paragraph 19.1)

HMIC recommends that briefing and de-briefing policy and practice is re-visited with a view to seeking significant improvement.
   
Recommendation 7

(Chapter 6, paragraph 13.1)

HMIC recommends that an IS/IT co-ordinating or steering committee be established under the chair of a member of the force executive with the remit, authority and responsibility to identify a strategy and drive it through to implementation.
   
Recommendation 8

(Chapter 7, paragraph 6.1)

HMIC recommends that the current system be discussed with a view to allowing Sub-Committee members unrestricted examination of complaints' files within the Department (subject to the protection needed for on-going enquiries).
