1.1 This is a new bulletin providing information about the academic and vocational qualifications acquired by young people at school. The publication replaces the previous bulletins entitled Scottish School Leavers and Their Qualifications and The National Certificate, both last published in the spring of 1998. A number of tables from these publications have been retained. The new bulletin brings together in one publication, information on the qualifications gained by pupils while at school and the accumulated qualifications of school leavers. The new tables on qualifications of pupils at school are being introduced to allow the achievements of the stage cohorts to be compared over time. The tables showing a joint analysis of the Scottish Certificate of Education (SCE) and National Certificate (NC) qualifications of school pupils and school leavers have been developed to give a more complete picture of the qualifications gained at school.
1.2 In due course the bulletin will be modified to include the new national qualifications being introduced under Higher Still. The first full Higher Still qualifications will be awarded in 2000, and they will replace Higher Grade, Certificate of Sixth Year Studies and National Certificate, but not Standard Grade. The tables contained within this bulletin series will continue to be developed, taking account of any feedback received.
1.3 The tables in this publication on qualifications of school leavers cannot be directly compared with the separate report on examination results for individual Scottish schools published by the Audit Unit of HM Inspectorate of Schools each year in November. (for an explanation, see annex, section 2.4).
