Action planning: a worked example

Box 5.6 The scenario

Tighmore housing scheme was identified during the audit as having the highest prevalence rate for housebreaking within the local authority area. The incidence rate of housebreaking was three times the national average. The audit showed that 20% of victimised households had suffered from more than one incident of housebreaking in the last financial year and a significant number of prolific offenders had drug-related problems. After careful consideration of all of the problems identified in the audit, it was decided that reducing housebreaking on the housing scheme should be one of the five objectives to be tackled by the partnership.

5.23 Following the audit and identification of priorities [see Box 5.6], the partnership developed a strategy for tackling housebreaking on Tighmore housing scheme after careful consideration of the possible stages of intervention (primary, secondary, tertiary) and the possible methods of intervention (situational, social, law enforcement).

The partnership conducted some secondary analysis to add further detail to the information contained in the audit, considered possible options using the 'Stage & Method' model [see Box 4.3] and decided to adopt a three-pronged approach to tackling the problem:

5.24 The partnership then developed a detailed action plan, following the approach in Box 5.1. It worked out what resources (inputs) were needed to carry out the interventions required to achieve the desired outcomes. It also set targets (with associated performance indicators) to monitor the progress of the initiative. [Box 5.7 above shows how the partnership used this approach to tackle the problem of housebreaking on Tighmore housing scheme.]
