Prioritise problems and select a small number (5-7) of objectives |

Consider relationship between the partnership's priorities and priorities of individual agencies with a view to incorporating partnership's objectives in to individual agencies service plans |

Decide who will draft strategies for meeting each of the objectives |

Developing the strategy |
Develop a clear understanding of the problem to be tackled through analysis of its key elements, underlying causes and associated risk factors |

Conduct secondary analysis on specific problems to add detail to audit findings if needed |

|
Consider all possible ways of tackling the problem |

|
Select a range of interventions based on what is most promising, what can realistically be implemented, what is cost effective and what can be supported by research from elsewhere |

Prepare draft strategic plan |

Writing the strategy |
Submit draft report to partnership. Re-draft as requested. |
