Community safety audits - checklist

Identify other partnerships that have already prepared a community safety profile. Visit partnership(s), obtain copies of documents in order to identify good practice

   

Contact agencies (Box 3.4) to check availability of data, availability of reports, time needed to retrieve data, format data and geographic/time coverage of data

   

If appropriate, discuss data requirements with GIS unit

   

Select basic geographic and time units (eg wards and calendar year, police beats and financial years, etc)

   

Request data and previously prepared reports from various agencies

   

Community safety Profile

Check data on arrival for accuracy

   

Geocode data using GIS and prepare maps (if appropriate)

   

Convert relevant data into rates

   

Examine trends in crime, disorder and accidents over 3 to 5 year period

   

Identify those types of crime, disorder and accidents that have relatively high levels and/or upward trends

   

Identify and profile those areas with relatively high levels of crime, disorder and accidents

   

Examine offender data to highlight what sort of offenders (by age gender, ethnicity, area of residence) are responsible for what sort of crimes

   

Examine risk factor data

   

Examine victim data to highlight what sort of victims(by age gender, ethnicity, area of residence) are suffering what sort of crimes or accidents (including crimes against businesses)

   

Investigate costs of crime, disorder and accidents in local area

   

Prepare section on social, economic and environmental factors associated with community safety problems taking into account areas, section of the community, etc identified from crime, disorder and accident data

   

Submit draft report to steering group. Re-draft, carry out further analysis as requested

   

Review community safety profile process. Note areas where data was incomplete, inaccurate, unavailable.

   

Inform partnership so measures can be put into place to improve data collection before next audit

   

Critically look at existing methods of consultation

Identify other partnerships that have already consulted with the community about community safety issues.    

Visit partnership, obtain copy of document in order to identify good practice

   

Identify hard-to-reach and heavily victimised groups (using community safety profile if available)

   

Decide on methods of consultation and identify necessary budgets

   

Make sure that time periods, geographic areas used in surveys match those used in community safety profile(if possible)

   

Conduct consultation exercises and surveys

   

Compile report. Check for gaps in consultation

   

Submit draft report to partnership. Re-draft, carry out further consultation as requested

   

Review consultation process. Give feedback to those members of the community that took part in the consultation

   

Identify agencies/departments/key individuals to be interviewed

   
Policy and Practice Review

 

Arrange interviews and request copies of relevant background documents (policy documents, annual reports, etc)    
Conduct interviews taking into account the findings of the community safety profile and consultation exercise    
Submit draft report to partnership. Re-draft as requested    
Review findings from the audit    
Preparing the Audit Report

 

Identify 5-7 objectives using the guidance in Chapter 4    
Prepare audit report following the template in Box 3.2    

Circulate audit report to check for gaps and to confirm priorities
