Stage 2: Project Audit

14.25 The Stage 2 Project Audit (Refer to Figure 14.3) comprises an audit of the detailed design of each of two basic types of provision which may be included within a project, as follows:-

14.26 Longitudinal Facilities Audit: where the project or any part of the project includes provision for cyclists by way of hard strips, advisory/mandatory cycle lanes, a verge cycle track, a remote cycle track or a joint footway/cycleway etc. then a Longitudinal Facilities Audit is to be completed.

14.27 Crossing Facilities Audit: where the project or any part of the project has a requirement for cyclists to cross the existing road network (either at a junction or at a carriageway crossing point) then a Crossing Audit is to be completed.

14.28 The Stage 2 Project Cycle Audit is designed to ensure that the process of detailed design involves good practice in the application of design standards and features. The Audit uses a set of proforma for each of the two basic types of provision and the process of completing this Audit is as follows:-

(i) A senior member of the Design Organisation undertakes completion of the Project Cycle Audit proforma. This will normally be a senior engineer with 5 years or more experience in road planning and design.

(ii) The completed Audit is to be checked by the Design Organisation’s Project Manager. Once the DO Project Manager is content that the Audit has been completed satisfactorily he or she is to countersign it, retain action and file copies and pass 4 copies, each with the relevant drawings attached, to the Scottish Executive Project Manager for consideration by:-

Scottish Executive Project Manager

Scottish Executive Route Manager

Scottish Executive Cycling Officer Unit

Scottish Executive Road Safety Team

14.29 Thereafter the Scottish Executive Project Manager will co-ordinate any amendments/ changes/ discussions etc. to the Audit or project deemed necessary as a result of the Audit. This will include the feedback from the Route Manager, Cycling Officer Unit and Road Safety Team.

14.30 The outcome of the Stage 2 Project Cycle Audit should be affirmation of a safe and practicable detailed design offering appropriate levels of cycling provision in line with the findings of the Stage 1 Overview Audit.

14.31 The project shall not normally progress to construction until such time as any feature of the detailed design rejected by the Stage 2 Audit has been resolved satisfactorily to the extent that a way forward has been agreed between all parties (Cycling Officer Unit, Route Manager, Road Safety Team, Scottish Executive Project Manager and Design Organisation).
