By the Minister for Transport and the Environment
The Scottish Executive fully endorses the UK National Cycling Strategy which promotes all aspects of travel by bicycle and establishes national targets for doubling the level of cycling between 1996 and 2002 and doubling it again by 2012. I am heartened to see that recent Interim Local Transport Strategy submissions have fully supported these targets and that much is proposed by way of implementing and improving local cycle networks.
In taking forward the National Cycling Strategy the Scottish Executive will continue to sponsor and chair two widely drawn bodies; The Scottish Cycling Forum which is concerned with the broader strategic aspects of cycling policy and the Cycling Liaison Group which focuses on the technical aspects of cycling infrastructure provision.
This technical consultation document, Cycling by Design has been prepared in close co-operation with members of the Cycling Liaison Group. It primarily supports National Cycling Strategy Key Output No.6 "A commitment to conduct an ongoing review and revision of all design guidance". In doing so it looks to provide comprehensive design advice for all aspects of cycling infrastructure.
During the development of Cycling by Design material has been reviewed and included from a wide variety of sources including Institution of Highways and Transportation, Cyclists Touring Club and Sustrans guidelines. Importantly, the document benefits from the vast experience of our european neighbours.
In line with the National Cycling Strategy the document introduces the Cycle Audit System which is to be applied in the development of all future trunk road proposals in Scotland, including related planning proposals.
While practitioners will find Cycling by Design of immediate use, only through application, feedback and development can the documents robustness be established. We have therefore initiated a twelve month consultation period during which you are formally invited to apply the documents contents and provide comments and suggestions for its improvement. Following this consultation period, Cycling by Design will be reviewed by the Cycling Liaison Group. Arrangements are also being made towards taking Cycling by Design forward as the basis for a draft UK Design Manual for Roads and Bridges document.
