M1.1 This Part sets out the required standards for Regulations 24, 25 and 25A.
M1.2 The standards in M2 apply to all buildings.
M1.3 The standards in M3 apply to all buildings,
except -
a. a building or part of a building specified in Regulation 25(2) and 25A(2);
b. M3.1 to M3.5 apply to buildings other than dwellings;
c. M3.6 and M3.7 apply to dwellings.
DRAINAGE SYSTEM
M2.1* A drainage system of a building must provide for the safe and hygienic removal of foul water and rainwater from the building.
M2.2* A drainage system must be provided with adequate ventilation.
M2.3 The bore of a pipe or drain must not diminish in the direction of flow.
DISCHARGES INTO A DRAINAGE SYSTEM
M2.4* A discharge containing substantial quantities of oil, fat, grease, volatile substances, or silt must have adequate arrangements for interception or treatment of such substances.
DISCHARGES FROM A DRAINAGE SYSTEM
M2.5* A part of a drainage system that is underground must discharge -
a. in the case of foul water drainage, to -
i. a public sewer or public sewage treatment works provided under the Sewerage (Scotland) Act 1968, where available; or
ii. where neither of these is available, a suitable private sewage treatment works or septic tank; and
b. in the case of rainwater drainage, to -
i. a public sewer provided under the Sewerage (Scotland) Act 1968, or
ii. a suitable watercourse or soakaway; or
iii. a storage tank provided with an overflow to a suitable outfall.
PROVISION OF SANITARY FACILITIES
M3.1* A building that is not excluded by Regulations 25(2) and 25A(2) must be provided with an adequate number of sanitary facilities.
SANITARY FACILITIES FOR DISABLED PEOPLE IN BUILDINGS OTHER THAN DWELLINGS
M3.2* Where access for disabled people is required to a building, other than a dwelling, sanitary facilities accessible to, and suitable for, disabled people must be provided as follows -
a. for staff -
i. at least one unit of unisex sanitary accommodation accessed independently of any other sanitary accommodation, or
ii. where provided integrally within separate sanitary accommodation for males and females, at least one unit for each sex;
b. where sanitary accommodation is provided for visitors or customers, at least one unit of unisex sanitary accommodation accessed independently of any other sanitary accommodation, additional to that provided for staff,
except -
where sanitary accommodation is provided for not more than 20 people, only sanitary facilities accessible to, and suitable for, ambulant disabled people need be provided.
M3.3* In a changing area associated with sanitary accommodation suitable for disabled people where changing cubicles are provided, at least 1 changing cubicle in 20, or part thereof, must be suitable for disabled people.
M3.4* In a building of purpose sub-group 2B containing bedrooms, at least 1 bedroom in 20, or part thereof, must provided with sanitary accommodation accessible to, and suitable for, disabled people, either -
a. where serving one bedroom, en-suite with that bedroom; or
b. where serving more than one bedroom, accessible from a circulation area which is exclusive to the bedrooms.
M3.5 Where sanitary accommodation, accessible to and suitable for disabled people, is required by M3.1 the total horizontal distance to be travelled from any accessible point to the sanitary accommodation must be not more than 45 metres.
ACCESSIBLE SANITARY FACILITIES IN DWELLINGS
M3.6 Every dwelling must have sanitary accommodation on an accessible entrance storey as required by Q2.11,
except -
where level or ramped access suitable for disabled people is not required by Q2.1, such accommodation must be provided -
i. on the principal entrance storey; or
ii. where there are no apartments on the principal entrance storey, on the first storey above or below this storey containing an apartment.
M3.7 Sanitary accommodation provided in accordance with M3.6 must contain -
a. a watercloset pan; and
b. a washbasin; and
c. an activity space, clear of any door swing, of at least 750mm long x 800mm wide in front of the watercloset pan in accordance with the diagram to this standard.

GENERAL REQUIREMENTS FOR WATERCLOSET COMPARTMENTS
M3.8 Every watercloset compartment must -
a. have a washbasin within -
i. the watercloset compartment itself, or
ii. an adjacent space providing the sole means of access to the watercloset compartment; and
b. be arranged so that the watercloset pan and washbasin are separated by a door from any room or space used wholly or partly for the preparation or consumption of food.
