1. The intention of this Part is to ensure safe and adequate drainage from a building and the provision of suitable and sufficient sanitary facilities for certain buildings.
2. It should be noted that relevant material from the now deleted Part T has been incorporated in this Part.
3. The standards in relation to Regulation 24 are intended to ensure that foul water and rainwater from a building are carried to a suitable point of disposal, that the pipework and fittings by which they are carried are of suitable size and constructed to minimise the likelihood of leakage or blockage, and that the drainage system is sealed and vented in such a way as to prevent the escape of foul air into the building.
4. The standards in relation to Regulation 25 are intended to ensure the minimum provision of sanitary facilities considered necessary on grounds of health and convenience.
5. Where sanitary accommodation is provided on a storey accessible to disabled people then there must be sanitary accommodation which is accessible to disabled people. In dwellings, sanitary facilities are required on a storey containing an accessible apartment, but it is recognised that it will not always be reasonably practicable for them to be fully accessible to all disabled people.
6. Except where clearly stated to the contrary, in this Part the term disabled people always includes wheelchair users.
Drainage

(1) A building shall be provided with a drainage system sufficient to ensure hygienic disposal of discharges from the building. |

(2) In this regulation "discharges" includes effluents, used water and the run-off of rainwater from roofs and other exposed surfaces of the building. |

Sanitary facilities |

25 |
(1) A building to which this paragraph applies shall be provided with adequate sanitary facilities. |
|
(2) Paragraph (1) shall apply to all buildings except buildings or any part of a building to which the School Premises (General Requirements and Standards) (Scotland) Regulations 1967 to 1979(a) apply. |

|
(3) This regulation shall not be subject to specification in a notice served under section 11 of the Act. |

|
Sanitary facilities for disabled people |

25A |
(1)A building to which this paragraph applies shall be provided with adequate sanitary facilities for disabled people. |
|
(2) Paragraph (1) shall apply to all buildings where access is provided for disabled people, except a storey or part of a storey which accommodates only fixed plant or machinery and to which access is required only for maintenance purposes. |
|
|
(3) In this regulation "disabled people" means persons with a physical, hearing or sight impairment which affects their mobility or their use of buildings. |
|
|
(4) This regulation shall not be subject to specification in a notice served under section 11 of the Act. |
