MEANS OF ESCAPE FOR disabled people
(E2.2) Where an escape route is by way of an escape stair required to be in a protected zone by E4.6 the requirements of E2.2 will be met -
a. by an unobstructed clear space for a wheelchair measuring not less than 700mm x 1200mm within the escape stair enclosure on every escape stair landing to which there is access from a storey, except
i. on a landing to a storey which has level or ramped access to a place of safety, and
ii more than one space for a wheelchair may be necessary subject to an assessment of need; or
b. by a hospital designed to HTM 81 "Fire precautions in new hospitals", (Scottish Health Service Firecode, 1999).
GENERAL REQUIREMENTS FOR escape routes
(E3.1) A hospital designed in accordance with HTM 81 "Fire precautions in new hospitals", (Scottish Health Service Firecode, 1999) will have sub-compartmentation and the enclosure of fire hazard rooms.
(E3.4) Where an evacuation lift for disabled people is to be provided the requirements of E3.4a. will be met by a lift designed and installed in accordance with BS5810: 1979, BS EN81-1, 1998, BS EN81-2, 1998 and BS5588: Part 8: 1999: Clause 11.2.2, (d), (e), (f) and (g).
The requirements of E3.4e. for a revolving door, sliding door or automatic door will be met by a door which complies with BS7036: 1996; and
a. is arranged to fail safely to outward opening from any position of opening; or
b. is provided with a monitored fail-safe system for opening the door from any position in the event of mains supply failure and also in the event of a failure of the opening sensing device; and
c. opens automatically from any position in the event of the actuation of any fire alarm in the fire alarm zone within which the door is situated; and
d. permits easy manual opening from any position in the direction of escape.
The requirements of E3.4g. in relation to a suitable fixed ladder will be met by a fixed ladder which complies with the recommendations of BS5395: Part 3: 1985.
CALCULATION OF APPROPRIATE CAPACITY
(E4.4) The requirements of E4.4 in relation to a suitable escape stair will be met also by helical or spiral flights forming an escape stair where the stair meets the requirements for flights consisting of tapered treads in Part S.
(E5.1) The requirements of E5.1 for pressurisation will be met by a smoke control system employing pressure differentials in accordance with BS5588: Part 4: 1998, but assuming a minimum pressure of 25 Pa based on a wind speed of 22m/sec.
DOORS AND FIRE DOORS AND DIRECTIONAL SIGNS
(E5.2) (E5.4) (E5.5) The requirements of E5.2, E5.4 and E5.5 for a suitable sign will be met by a sign complying with BS5499: Part 1: 1990.
(E5.6) The requirements of E5.6 for a suitable (exit) sign will be met by a sign complying with BS5499: Part 1: 1990 insofar as it is in pictogram form; and
the requirements of E5.6 for a suitable illuminated sign or direction sign will be met where the illumination complies -
a. in the case of auditoria, ballrooms, dance halls and bowling alleys, with CP 1007: 1955: Clause 315;
b. in the case of any other building, with BS5266: Part 1: 1988: Clause 6.9.3.
(E5.7) The requirements of E5.7 for a suitable automatic door release mechanism will be met by an automatic door release mechanism which complies with BS5839: Part 3: 1988 which is -
a. activated by smoke detectors provided to the L2 standard complying with BS5839 Part 1: 1998, or located on each side of the door and positioned not less than 0.5 m and not more than 3 m from the door; and
b. provided with a ready means of manual operation from a position at the door; and
c. activated by any loss of power in the device, apparatus or switch; and
d. activated on the operation of any fire alarm system and any loss of power in that system.
In the case of hospitals the requirements of E5.7 for a suitable automatic door release mechanism will be met by compliance with clause B4 of HTM 81 "Fire precautions in new hospitals", (Scottish Health Service Firecode, 1999).
