ANNEX 7
ALLOCATION OF RESPONSIBILITY BETWEEN HEALTH, SOCIAL WORK,
AND HOUSING FOR THE PROVISION OF AIDS, EQUIPMENT AND HOUSE ADAPTATIONS
This annex sets out the responsibilities of health, social
work and housing bodies for providing aids and equipment, and carrying out adaptations to
housing, and reproduces, slightly amended, the appendix to circular SDD40/85:
NHS1985(GEN)33: SWSG17(1985). See also Annex 5 (Sources of Funding) of this circular.
AIDS OR EQUIPMENT AVAILABLE TO ALL SECTORS

Financial
responsibilities |
| 1.
Aids or equipment directly related to the management of an illness, especially to
facilitate the patient's domicilliary nursing care or the rehabilitation of a person or
child from hospital; and aids required on medical or nursing grounds such as bed-pans,
walking frames and wheelchairs. |

| 2.
Aids or equipment of a domestic character to afford the person or child greater
independence within the home, such as removable bath and toilet aids, telephone aids and
special furniture. |

| 3.
Environmental control equipment to give the person or child a measure of independence and
make care at home easier for relatives.

ADAPTATIONS TO PUBLIC SECTOR STOCK

| 4.
Adaptations which are designed to make dwellings suitable for particular disabled persons,
and for disabled persons generally, and which are essentially permanent in nature such as
installations of through floor lifts, immovable track hoists and entryphone systems
installed as part of a scheme; widening doors; fitting permanent external handrails,
special doors, windows and window ironmongery, special bath, shower or kitchen units,
lever taps, high level power points; provision of permanent concrete ramps and additional
bedrooms or bathrooms; strengthening of walls or ceilings to accept internal grab rails or
hoists and other approved adaptations and additions to the building fabric. |

| 5.
Equipment installed in public sector housing authority houses to meet the needs of a
particular disabled person, which might be removed when no longer required, such as
additional internal grab rails, temporary ramps, door answering intercoms, removable stair
lifts, laundry and cleaning equipment. For community alarms, social work/housing
arrangements differ between areas, and it is for social work authorities and housing
providers to determine the appropriate responsibility for capital and revenue funding to
meet local circumstances. |

Adaptations of a permanent nature and which are designed to meet the needs of a particular
disabled person who has applied for home improvement grant; such as provision of
accessible bathrooms, bedrooms, permanent concrete ramps, external handrails, widening
doors, fitting special doors and windows, special kitchen units, lever taps, special bath
or shower units, high level power points and other adaptations to the building fabric. |

Landlord or owner-occupier responsibility with possible improvement grant assistance paid
for by local housing authorities and met from the non-Housing Revenue Account housing
capital allocations. |

Adaptations which are in category (7) above and for which the Social Work Department may
contribute at its discretion towards the occupier's or, dependant's share of the costs. |
