1 In the pre-reorganisation Joint Staffing Watch (JSW), full-time equivalent (FTE) estimates for part-timers were based on set conversion
factors. In the December staffing surveys, and the New JSW, FTE estimates are based on actual hours worked.
2 The data for December 1996 and 1997 New Joint Staffing Watch comes from the data collected in the December Annual Staffing Surveys.
3 The coverage of these services differs in the pre-reorganisation Joint Staffing Watch (JSW) because of the different treatment of staff in Direct Labour and Direct Service Organisations. In the pre-reorganisation JSW survey, DLO/DSO staff were included with the service they supported. In the December staffing surveys, and the new JSW, they are a separately identified grouping.
