HMIP Report on HM Unit Shotts 1998 10.1 A formal evaluation of the Shotts Unit should be carried out to establish, inter alia, the relevance and appropriateness of prisoner selection criteria and processes (paragraph 2.11). 10.2 Responsibilities for the Unit’s policy development, implementation and operational practices should be clarified, with procedures instituted which ensure the necessary consistency and provide direction (paragraph 6.6). 10.3 The uncertainty and discontinuity resulting from the vacancy at Deputy Governor level should be resolved as a matter of urgency (paragraph 7.2). 10.4 Consideration should be given to the possibility of staff being posted to the Shotts and other Units on a secondment basis for defined periods (paragraph 7.10). For Governor I/C/Area Director 10.5 There should be a review of the Unit’s statement of Purpose and Regime (paragraph 6.12).
