| Report on HM Prison Shotts HM Inspectorate of Prisons for Scotland 1998 14.1 Consideration should be given to having the concept of the enhanced wages work parties as part of a national progression system (paragraph 6.44). 14.2 A review of the arrangements for life sentence prisoners progressing to the National Top End facilities should be undertaken with the aim of developing a national strategy for the management of such prisoners (paragraph 6.99). 14.3 There should be a strategic review of the SPS estate and clear selection and allocation criteria published to allow a more effective use to be made of a fixed amount of resources (paragraph 6.100). For Area Director/Governor I/C 14.4 Steps should be taken to ensure that the proposed new local progression system is based on more meaningful and opportunity-based differentials (paragraph 3.14). 14.5 A senior Manager should be appointed locally to the full time post of Drugs Co-ordinator (paragraph 5.12). 14.6 The priority, facilities and resources for detoxification should more closely reflect the scale of the problem to be addressed (paragraph 5.18). 14.7 A separate Induction section should be created within one of the Residential Halls (paragraph 6.16). 14.8 The health centre should be re-sited in a more central area of the establishment and its facilities should be matched much more closely with current clinical needs (paragraph 8.5).
