Notes:-

The pre-reorganisation Joint Staffing Watch covers the years up to and including 1995. The new Joint Staffing Watch covers 1996 onwards.

In the pre-reorganisation Joint Staffing Watch, full-time equivalent estimates for part-timers were based on set conversion factors.

In the new JSW, full-time equivalent estimates are based on actual hours worked.

Breaks in consistency of the series are shown by a dotted line. Details are listed below.

From 1981, this includes relief workers omitted by some authorities prior to 1981. These numbered 2,062 in full-time equivalents in June 1981.

From 1986, this excludes workers transferred out of local authority sector on the creation of the public transport companies in October 1986.

These numbered 5,961 in full-time equivalents at that date.

From 1993, this excludes employees transferred from the local authority sector following the transfer, on 1 April 1993, of responsibility for further education from local to central government. These numbered 9,176 full-time equivalent staff at that date

From 1996, following local government reorganisation, excludes staff employed in water and sewerage services. These numbered 6,595 full-time equivalents in December 1995. Also excludes an estimated 340 full time equivalent staff transferring from local authorities to the Children's Reporters Service and to the Scottish Environment Protection Agency.
