Trunk Road and Motorway Tourist Signposting Policy
Chapter 11 - Applications and Administrative Procedures
11.1 Trunk Road Operators

11.1.1 The trunk road and motorway network in Scotland is currently managed and maintained on behalf of the National Roads Directorate by 3 Operating Companies and 5 Management Agents. The M74 (M6) between the Scottish Border and Millbank (Junction12) is operated by Autolink Concessionaires. For the purpose of this document these 9 bodies are referred to as "the trunk road operators". A map showing the geographical locations of the operational areas of the trunk road operators together with contact addresses and telephone numbers are attached at Annex G.

11.1.2 All applications for tourist signposting on trunk roads and motorways should be directed to the appropriate trunk road operator.

11.2 Technical Specifications

11.2.1 The trunk road operator will provide the Secretary of State with advice on the following:

  • Road safety aspects of proposed signing
  • Whether it is practical for additional tourist signing to be provided
  • Sign clutter and environmental impact of proposed signing
  • Size of lettering on the signs and acceptable legend
  • Number and location of signs
  • Integration with the Local Authority's tourist signposting policy
  • Continuity signing on the local road network
  • Inspection of Tourist Operator's credentials in respect of tourist signing applications.
  • Other advice as necessary.

11.3 Costs

11.3.1 The trunk road operator's costs arising from initial discussions with the applicant will be met by the Secretary of State, however the applicant will be responsible for the cost of providing the traffic signs, including the design, manufacture, supervision of works, posts and fittings, concrete, erection, traffic management, lane rental charges (if applicable) and safety fencing (if required). The applicant shall also be responsible for all future maintenance and administration costs relating to the signs including if, or when necessary, removal.

11.3.2 In the event of the signs being damaged by a third party or requiring replacement due to normal wear and tear, the applicant will be responsible for the cost of replacement, failing which the Secretary of State will be entitled to remove the signs and recover the cost of the sign removal and any road reinstatement costs from the applicant. Applicants may wish to consider insuring the signs against accidental damage so that they are covered for the cost of any necessary repairs.

11.3.3 Where signs are being promoted by a group of individuals, Area Tourist Board or Local Enterprise Company, a nominated person or organisation will be required to sign the agreement with the Secretary of State on behalf of the group.

11.4 Procedure

The flow chart shows the stages in applying and receiving approval for tourist signing on trunk roads. Model Letters are attached at Annexes C-F.
