2 PRISON ESTABLISHMENTS
Review of Estate 2.1 Changes to the prison estate included:
  • The re-categorisation of HMP Dungavel from an open male category ‘D’ to a closed category ‘C’ establishment.
  • The re-categorisation of the TFF hostel at Polmont from female to male establishment to maximise the use of accommodation. (Cornton Vale is developing its own TFF facility within the Institution.)
Building and Maintenance Programme 2.2 Last year a total of £7.5 million was spent on the maintenance and upgrading of prison buildings, many of which had been erected in the Victoria era. A total of £19 million was spent on capital programmes, including:
  • At HMP Barlinnie the £4.9M conversion of ‘D’ Hall, which is nearing completion.
  • At HMP Greenock a £1.2M visit centre was completed and is now in use.
  • At HMP Perth work is well advanced on a £4.3M refurbishment of ‘D’ Hall.
  • At HMP Friarton an entirely new perimeter fence and alarm system were installed.
  • At HMP Edinburgh a new reception facility has been completed.
  • In addition to these specific projects, work on perimeter security is being carried out across the estate. This includes the cladding of external fences at HMP Shotts and HMP & YOI Glenochil at a cost of some £400K per establishment.
2.3 For 1997-98 the budget has been allocated as follows:
  • Security improvements £4 million
  • Health and Safety improvements £4 million
  • Staff facilities/visit room improvements £4 million
  • Already planned Hall improvements £4 million
  • Minor works programme £2 million
